Abstract

Rural areas constitute the predominant part of the territory of the Russian Federation. The current socio-economic situation in the Russian village is characterized by accumulated problems that hinder its transition to sustainable development.

The main negative problems of rural areas are the low level of own revenues of local budgets, the lack of qualified personnel for the implementation of municipal management, the lack of clear strategic goals and priorities in the socio-economic development of the respective territories. At the same time, the demographic situation in rural areas remains unfavorable: the birth rate is declining, the outflow of the rural population to larger settlements and cities continues, while the attractiveness of life and work in rural areas for young people remains low. In this regard, the solution to the problems of rural development is very relevant at the present time.

The most important vector of improving the development of rural areas of the Orel region and improve their sustainability is the creation of territorial agro-industrial clusters. The creation of territorial agro-industrial clusters will contribute to the development of interregional economic relations, increase employment in rural areas. Clusters will stimulate the use of innovations in agro-industrial production, which can increase the investment attractiveness of the agro-industrial complex of the region.

In order for the activities of the agro-industrial cluster to bring positive results, the regional and municipal authorities must create the necessary conditions for this: to promote the development of social infrastructure, to promote the attraction of investment resources, to support individual entrepreneurs, etc.
