Abstract

One of the actual problems bound with quality deterioration of the natural environment is inappropriate handling of solid waste. According to the State Report on Environment in 2014, the Russian Federation accumulates about 180 million tons of solid waste. This brings an increase in area landfills by more than 5000 ha. Volumes an waste of all hazard classes have been growing year by year and exceeds the volume of their use and neutralization more than twice. Besides, we do not take into account the large amount of waste illegally dumped on to the waste-ground near cities or towns. An effective means of fighting this problem is environmental monitoring. With the development of the Internet and the increased availability of the satellite map database, it is possible to detect and catalog waste disposal sites around and within settlements. Most effective method of monitoring is the use of different-time maps to identify the dynamics of the growth of garbage dumps. Earth remote sensing and GIS tools allow municipal services and research associations to count the areas occupied by unauthorized waste storage facilities, to make timely amendments to the land cadaster, and to respond appropriately, as soon as possible, by the standards of cataloging. This research has been based on the use of high-resolution images that are publicly available, and their analysis using simple GIS tools that are accessible to the public.
